rev limiter ??? or is something wrong?

on a 02 pw 80 is there a rev limiter or is my clutch messed up? it happens at high rev in 1st and 2nd mainly it wont wind out any farther... it makes a noise too like a fast clicking (not piston slap or crank noise)

THERE IS A LIMITER, ITS IN THE STOCK CDI, CHECK EBAY THEY HAVE SOME MODIFIED ONES WITHOUT LIMITERS
