So I purchase new rear brake pads. With the wheel off, the rear brake pivot lever moves as it should and the pads expand out to catch the drum.
When I put the rear wheel on, the pivot arm barely moves by hand - if at all. I can tell the brake won't work like this, I also have a new rear brake cable to go on too.
What could cause the brake function to stop once the wheel is on? The inner drum looks ok.

I believe I figured that out, but I don't think I have it adjusted correctly. the handlebar lever feels wobbly and it does somewhat engage the rear brakes but it can stick a little and the rear lever pops back into the off place.

That is an odd one, maybe make sure you lever isn't binding on anything and is pushed in all the way. Why don't you give us a call at (239) 566-9666 so we can give more accurate trouble shooting.

I'll see if I can swing this tomorrow, or at least week. The rear lever has more travel with the wheel off - which is ok since they're newer, thicker pads. But the rear lever sometimes stays engaged, almost like the spring doesn't have the pressure to force it back in place.
I think I need a new rear brake handlebar lever, it's just loose feeling and not tight like the front brake lever.
